Mayor Celia Castle - Biography
Celia Castle was The Former Mayor of Starling City. She was preceded by Sebastian Blood and Mayor Altman and sadly met the same fate as her two predecessors by being assassinated. She was killed by League of Assassins Member Maseo Yamashiro under orders of Ra's al Ghul as part of his plan to frame Green Arrow.
